4X4 DOESN'T WORK, BUT TRANSFER CASE CLICKS

Hi,

I have a 1999 ranger 4x4 with the 3.0 in it. I believe that I have auto locking hubs. When I select 4wd hi, I hear a clock from the transfer case, and the 4wd hi light comes on and stays on. When I transfer it into 4x4 low, I hear another clicking noise, and the light on the switch for that mode stays on as well. However, the drive shaft does not appear to spin, which is at least the first problem with my 4x4 system. Does this problem seem like the symptom for any particular part (I assume in the transfer case). I'm not sure if my hubs are auto locking or not, nor do I know how I can figure that out.
