Ford Probe Repair Question

~ low idle, and stall
1995 Ford Probe SE, roughly 95k miles, 4 2.0L engine, and a manual transmission.
At seemingly random times, when no gas is being applied and no gears engaged, my car will idle down and die. I replaced the spark plugs, wires seemed intact, and I replaced the fuel filter. I then had the codes read, and it stated "Primary Fuel Pump Circuit Malfunction", or something to that effect.. Question is, what exactly does that mean, and what can I do about it?
