98 Tracer EGR Underflow code won't go away

98 Tracer LS, 104K miles.... Check engine light came on over a year ago... Car runs very well and gets great fuel economy, won't pass New York Inspection with the light on. Ford dealer reads code, tells me to replace the EGR sensor on the firewall ($100+) because this fixes that code 99% of the time. He cleared the stored codes, passed inspection, Engine light came back on after 80 miles and the code is the same! Now what? They say the only other component involved is the EGR valve itself and they've never had to replace one before.... I'm out of ideas and so are they.

If that's the only thing that hasn't been replaced, replace it and see what it does. It can't hurt and it's not that big of a job.
