60 diesel engine, the starter turns slowly, causing the motor not to turn over.

Hi there.

If the battery supply is good and the cables are clean and tight, you may have a faulty starter motor, this can be an internal short in the windings of the starter armature, this sis call polling, I would get the starter checked.
