2003 Other Ford Models Car is not starting

2003 Other Ford Models 6 cyl Four Wheel Drive Manual 41000 miles
I have 2003 Ford Ikon and it has some Base Battery in it. I tried to Start the Car but it isn't. Is this the problem with the battery or the alternator. The battery was not charging upto 13.5 to 14. It was charging only till 12.5-13. I am not sure about this battery brand BASE since i have taken this car in last month and its a used Car.
