Passing Emissions

I'm buying a 1998 Ford Mustang GT with the 4.6 V8 with 195,000 miles. The owner put a modified catalytic converter to make it faster but says it puts out to much smog to pass. He said I need to put the old exhaust system back on the car. I'm wondering if this is correct and how much that may cost considering I have no job and not alot of money.

Some states only check the OBDII connection...some do tailpipe testing. Is the check engine light on? Dual exhaust for your car is not cheap! My guess, with the required converters would be in the 1200-1500 range!

Thanks for your answer, I have the old exhaust system but I have no clue on how to install it and yes, the check engine light is on. so I was wondering how much it may cost to have someone install it for me.
