I work at a used car dealership and bought a 98 mustang from a customer but just found out the ometer does not work. Is there any way to find out the true millege

Not too likley. You can contact the guy and ask him when it stopped working. Then find out what he drives a year and mathimatically approximate it. You can try car fax to see what dates and mileage things had been done to it to also approximate it.
