1998 Ford Mustang Relay Control Module #F6ZF-12B577-AA

I have a 1998 Ford Mustang. I have just put a brand new starter on it, and the battery is fully charged. When you turn the key the car acts like it wants to start, but it is very weak and does not turn completely over. The cables on the battery get very hot as well. While searching for the problem, we found a relay control module #F6ZF-12B577-AA under the firewall. I have no idea what the module does. With all this information, I am at a total loss as to why the vehicle will not start. I am not sure if it is the module or possibly something else. Please help.

That part is your Constant Control Relay Module (CCRM); it's a separate deal from the relay box under the hood that contains the high-current power relays. From my 1998 Mustang Factory Service Manual:
The Constant Control Relay Module(CCRM)interfaces with the Power Control Module(PCM)to provide control of the cooling fan, A/C Clutch and fuel pump. The module also includes the electronic engine control(EEC)relay to provide power the PCM
The CCRM is a set of 4 relays in one module. The relays are :
1. Relay for the PCM (Powertrain Control Module)
2. Relays for the high and low radiator fan speeds (or single fan speed with the V6).
3. Relay for the fuel pump.
4. Relay for the Air Conditioning clutch on the compressor.

I recently replaced one on one of my Mustangs (A/C compressor clutch would not engage) and the replacement from Ford carried the part number F6ZZ-12B577-AA
