Hi, I was wondering why my headlights and wipers cut out for about 3 to 4 sec's and then starts again.
Could it be a relay.

I would say it's more likely one of the switches. Probably the high/low multi switch, but second likely is the headlight switch on the dash. Neither is very hard to replace. Good luck.
