Clicking when trying to start

When I turn the key over my car just clicks. All my lights work but will not turn over. I cleaned my battery connections and it is still clicking. What else could it be?

Use a voltmeter and check battery volts, 12.6? If OK the solinoid on the starter may be NG, With the headlights on crank the key and see what happens to the lights. Do they dim out? If yes Battery is NG
