2008 Ford F-450 Fuel pump whine

2008 Ford F-450 V8 Four Wheel Drive Automatic 72,000 miles
When I'm driving in city traffic and coasting "foot off of throttle" I get a whine "Like a turbo or pump whine", but if I maintain a slight pressure on throttle it goes away. I'm not sure if it's the pump or low pressure turbo?
