1997 Ford F-250 Repair Question

Power loss under load 97 f350 diesel
97 ford f350 7.3 powerstroke diesel 250,000 miles
60 mph max 2000 rpms in 5th gear with load of 9000 lbs on gooseneck trailer. What would be possible causes of power loss? Someone suggested turbo going out, could there be other things to check as well?
