1925 Ford F-250 Repair Question

F250 Rear Brakes, Shreds inner oil seal after 14 miles

1993, F250, HD, 460ci, 86K miles
Replaced rear brakes, resurfaced drums and replaced the inner seals. 14 miles later, seals are absolutely shredded, oil everywhere. replaced seals again and 14 miles later, same thing. seals torn apart.
Question is; seals seat on a raised area at the inner part of the spindle. seal appears to not be 'spinning' on whatever it is supposed to spin on. either this area at the back of the spindle, or the inside of the brake drum. I was told to RTV the seal into the back of the drum and oil it around the spindle, did that. I'm stuck, how do I make it spin on the spindle ?
