Air conditioning problem

I have a problem with a 1994 Ford F150 125K miles 5L engine.

There is a problem with the Vac that runs the Panel door Vac Motor. It works OK when in idle. When I take off I lose vac to it and the instr panel register close. I put a vac guage on it and it registers 10 when in idle. Under the hood there is a Vac check valve the has a red hose coming from the manifold and two black hoses on the output. One of these hoses go inside the cab. The other goes to a fitting on the air cond housing under the hood. If I block the hose that goes to the air cond housing I get a reading of 20 inside the cab and everything works OK.

Do you have any idea what this other hose does? It seems to have some resistance when I blow thru it.
Could this be the cause?

Are there two vac storage tanks? The hose im talking about doesn't go to the large can (grapefruit juice size).

Thanks! Thanks! For your help. There are two storage tanks.I found a crack in the A/C one. Filled up crack and now every works OK.
