2002 Ford F150 Blower fan
Heater problem
2002 Ford F150 V8 Four Wheel Drive Automatic 111000 miles
The blower fan for the heater or A/C only works on high.
The lower levels do not work at all.

sounds to me like your blower motor resistor is bad.
it limits the voltage to the blower fan for the lower speeds, but high speed is unrestricted and goes right around the resistor.
thats why the low speeds dont work, while hte high one does.
