tried everything, double checked the oil pump, installed correctly, filled filter with oil, when turning pump its goes to 15 to 20 lbs then the pressure disappears.

looked into filter empty, filled uo two, three times have oil pressure at first then disappears.

filter again empty, also filled pump up with oil.

how do I keep oil pressure when pre oiling it.

The only way to know for sure if an oil pump is generating normal pressure is to remove the sending unit on the engine block, and screw-in a mechanical oil pressure gauge. If the gauge does not show normal oil pressure, the pump is bad, or the pickup tube is blocked, excessive clearance wrong undersize engine bearings
