1998 Ford Explorer Reving noise while coasting

I hear a reving noise when I take my foot off of the accelerator while coasting a speeds between 35-50 mph. If I apply the brake to slow down the noise does not occur. As soon as I press the accelerator the noise goes away. If I very slightly apply the accelerator while coasting the noise is never made. As soon as I hear the noise my RPM's drops (usually the speed I coast at the RPMs are around 1500), when the noise occurs it drops to 1000-1100. Is it a transmission problem? Pump or belt of some kind?
