1998 Ford Explorer V6 Four Wheel Drive Automatic 79000 miles

My 1998 Explorer XLT 4WD has a problem idling in cold weather. After ignition, the engine cycles up and down between 500 and 2500 rpms every 10-15 seconds. When it is first started, it will usually even stall out on the lower end. It has been brought to a mechanic and had all the "usual suspects" tweaked and even had a sensor or two changed with minimal effect. Codes present when the check engine light has come on have been repaired with no effect on this problem. Any ideas?

Try having the throttle body/plate clean out, check the coolant temperature and throttle position sensor.

You might want to have the fuel system pressure check.
