1994 Ford Explorer RPM?

MY 1994RPM have been ford Explorer stressing me out. when I start it it revs to 2000 and falls to 1000 after 10 seconds. on the road thr rpms are always high 2000- 3000RPM at 60-65MPH. When I stop and restart it doesnt start up right away like its flooded?

It sounds like a bad throttl position sensor (TPS). Has the check engine light come on?

I would have the TPS checked and the idle air control valve.
