You will need to check the electric shift motor located on the rear of the transfer case for power and to make sure there is good connections at the plug. If there is, you may have a problem with a seized motor

I have 91' explorer and had the same problem and still have it every once in awhile my plug behind the button is a little loose and I have to take my dash apart and push the plug in a little further and it works.
