Starter won't disengage

'95 Ford Escort LX 4 door Hatchback. 1.9 engine, 127,000 miles.
The starter wouldn't disengage, so I replaced the starter thinking the solenoid was bad. The new starter still won't disengage. It engages with the key in the off position or any position. Removing the negative battery cable is the only way to stop it. Is there a relay I don't know about?

Hey KB,
I'm not 100% positive but i think on that year escort there is a relay in your underhood electrical/fuse center. If not, some other things to check would be the harness to/from the starter and even a possible ignition switch issue too.
