Engine Performance problem

1996 Ford Escort, Miles; 80 000, I was hoping you could help me with a problem, i'm having when i turn the key to start the engine nothing happens, the engine won't turn over. I tried cleaning the battery connections. The lights, radio, clock, the dashboard and the battery has 12 volts with headlights comes on . If you can please help me tp solve this problem.
