2003 Ford E-Series Van starting problem

was running fine, and no problem starting. I just pulled it in the yard to load up and engine will not turn over. I have over 12 volts coming out of battery. All the dash lights are on the headlights come on everything except the in the last stage of ignition, when turning the key it will not engage the starter or trip the solenoid. I haven't noticed any sounds like a bad spot on the starter before.
Could this be a sensor problem? or most likely a spot on the starter.
Beside the battery there is a 3 post one small and two regular size post, I was told if you run a screw driver across the small and one of the larger it should turn the engine over, but it doesn't.
Can you give me any thing else to try?

If you try shorting the S terminal on the starter relay to the battery terminal on it and the battery and connection is good the relay is defective-Now if it causes the starter to engage the engine -check and test the transmission range switch and the ignition switch.
