1999 Contour timing problems

I have a 1999 Ford Contour with about 89,000 miles on it...i recently replaced my timing belt but lately my car has been having problems starting, which is an on again off again problem. The other day my check engine light came on and there seems to be excessive fumes coming out of my exhaust from time to time.

My mechanic tested my igntiion and starter and all was fine. He ran a diagnostic test and got the code: P1383 Variable Cam Timing Over-retarded (Bank 1) (Ford) but couldnt pinpoint the problem.

Can you tell me what this means, what needs to be fixed, about how much it could run me and if it is safe to drive for a few days while i schedule an appointment and ride to work?

It means exactly what is says. The timing is retarded too much. Does the starter ever sound like it locks up when trying to start and then starts right up? I'd say, if YOU replaced the timing belt, then you can save yourself some money and redo the timing.
