1992 Ford Aerostar Does not start

1992 Ford Aerostar 6 cyl All Wheel Drive Automatic 177000 miles
I have a 92' Ford Aerostar that will not start. I've had the starter checked and have replaced the relay on the fenderwall. I've also replaced the positive cable from the battery to the starter due to corrosion at the terminal end. Still when I turn the ignition key to start the vehicle, you can hear the relay click, but the starter does not engage.
