2000 Fiat Scudo 4 cyl Front Wheel Drive Manual 69,000 miles

i have a fiat scudo van, i do know it has a problem with heater fan not working and windscreen wipers not working. my problem is fuse 24 in the glove box keep blowing i am not sure what fuse 24 is for and if these problems are related. greatful for any help.
