2004 Fiat Palio air conditioning not work

2004 Fiat Palio 4 cyl Front Wheel Drive Manual 58234 miles
Dear sir,
My car palio 1.9 D air conditioner is working up to 1500 rpm. more than 1500 rpm sadenly cooling cutoff.The clutch of the comppresser is engaged but cooling is notyet at higher rpm.

start by checking/replacing freon gas !
