Signal flasher location

1995 Eagle Summit 4 cyl All Wheel Drive Automatic
are the hazzard flasher and the turn signal flasher the same? the hazzards work but the turn signals do not.componet locator says one is located by the fuse panel other is located under dash left side.there is 2 part listings for flasher(hazzard and signal) both with same number.disconnecting the one by the fuse panel the hazzards no longer work.i have looked and cannot find another flasher. before i replace turn signal switch i want to make sure that there is not a seperate turn signal flasher thanks
