1995 Eagle Summit ignition ground terminal for timing a 95

1995 Eagle Summit 4 cyl Front Wheel Drive Automatic 130000 miles
I've been told I need to ground the ignition ground terminal before setting the timing on my 95 eagle summit 1.8L. I think I found the right one but am not sure. I keep reading conflicting locations for it. Also, when I ground the one I think it is, there is no difference in rpm or engine operation. The one I'm using is a little plug with a cap on it against the firewall. Is this the correct wire?
