1990 Dodge Van Starter Problems

When attempting to start the van, the starter clicks continuously. We checked the starter and found it needed to be replaced, replaced it, verified the battery and all connections are correct, verified voltage under load conditions are acceptable and all related fuses are properly installed. The same problem exists. Is there something else that we should be checking relating to ignition, relays or some other device?

Hi:
Have a helper turn the key to the start position while you check for voltage at the smaller wire on the starter. You should have 12 volts. If you do, try a different starter.

I am assuming the new starter is just clicking and not a relay or a click from a poor connection.
