1999 Dodge Truck Rear brakes lockup

What would cause rear breaks to lock up when operating truck but after driving short distance this no longer happens.

You need to put some punctuation in the sentence.

If the brakes lock up once, first thing in the morning, suspect rust buildup on the drum surfaces from humidity in the air.

A sticking parking brake cable will cause a drum brake to grab too easily under light pedal pressure. Flexing the cables will often help them to retract, but replacement is the proper repair.
