Dodge gone haywire

I purchased a 1996 dodge ram 1500 318 5.2 2wd. Used of course and I put less than 500 miles on it before it locked due to lots of sludge clogging the oil pump. The new engine has been reading "loss of crank or cam" code and it started to lose power and skip badly. The CPS is new and the wire and connector to the cps is not reading any voltage. It will crank and run bad if the cps is plugged up even without any voltage but if you leave it unplugged the engine just spins. Please help me figure out the problem, is it the pcm or ecm?

Check to make sure your connections are solid, I don't think the ECU would be your problem but it may if somehow it has shorted out, Usually if the ECU is bad many things are not working.
