2001 Dodge Ram Repair Question

2001 Dodge Ram 1500
The interior ac vents default to the defroster vents during acceleration and go back to the interior vents when deceleration. What's the problem?

There is supposed to be a check valve in the vacuumn supply to the interior. It si either bad or missing.
