Was the battery recently disconnected or run dead? If so, you must relearn minimum throttle. Drive at highway speed, engine warmed up, then coast for at least 7 seconds without touching the brake or gas pedals.

If there's no change, a possible suspect is the automatic idle speed motor, (AIS motor), or the passage it sits in is blocked with carbon.

When you start the engine, the idle speed should go up to 1500rpm without you touching the gas pedal, then drop back down to around 800rpm. If it does that, the AIS motor is working and the passage is not blocked. This "idle flare-up" might not occur if minimum throttle needs to be relearned.
