1987 Dodge Ram Engine overheats when turned off

The temperature gage reads normal when the engine is running. It reads hot when restarting after the engine has been shut off. The temp goes to normal as soon as the engine starts. I've replaced the thermostat, checked the fans and fluids. My mechanic is stumped.

Is the coolant boiling in the radiator / engine or is it just the gauge that says hot? Keep in mind, it is normal for the coolant to get hotter for a short period of time when the engine is first shut. The coolant stops circulating and lays in a hot engine.
