2003 Dodge 3500 diesel filter

I have a 2003 Dodge 3500 with a cummins diesel 5.9 engine. It runs fine when the engine is cold, but after it warms up it lugs down. This is the first diesel engine I have had any dealings with. I was told that it has a fuel filter and that it needs changing. Is this something I can do and if so where is it located? I have opened the drain on the Fuel/Water Separator Filter, but that didn't help any. Or is it possible the Dampner is not opening up after the engine is warmed up?

You have allready had your hands on the filter housing. The water seperator is on the filter. Loosen the bolt head on the top of that housing and remove the electrical plug on the bottom of the housing. Remove the lower section of the housing(use a drip pan because fuel will spill out)unscrew the top of the filter retainer and remove the filter element. Clean the housing, install a new filter and any o-rings, install housing to engine, connect wiring, turn ignition switch on and bump starter but don't try to crank to start, let sit for 10 seconds then repeat 3or4 times. Then crank and start-check for leaks
