1986 Other Dodge Models 4 cyl Four Wheel Drive Manual alot miles

I can't seem to get my wipers in the right time. The passanger side wiper goes down off the windsheild when you turn them off. And sometime on restart they won't start because there bound up it seems. How do I get them in the right time? By the way it's a Dodge Raider

Hi:
hve you tried removing the arm and replacing it in the position you need it in? also, is there play in the linkage?
