Neon cooling fuse blowing

1998 Dodge Neon 2.0L 125 000 km. I have been having problems with my car overheating. At first I replaced the thermostat before deciding to check the fuse panel. I noticed that the fuse for the radiator/cooling fan was blown. I replaced the fuse and turned the car on again, only to have the fuse promptly blow. I am guessing there is some sort of short in the wiring, or that the ground wire is loose, but electronics aren't really my thing, and Im not sure where the wiring runs to/from. Any thoughts? Is this most likely the cause?

Sounds to me you got a problem with the youre fan relay switch, It should be located near youre fuse panel, Inside youre engine compartment, Also I would run a test wire to youre battery to youre fan to see if youre fan kicks on, If youre fan kicks on, Then youre relay switch is no good.
