2.0 ltr 4 cyl

i am trying to replace the bulbs in my headlamps. the owners manual says to remove the 2 screws and remove the assembly.
but the headlight assembly will not come out for me to replace the bulbs, i have broken both assemblies trying to get them out.
it almost looks like you have to remove the fenders or bumber to get them out. is this the case?
