2003 Dodge Neon 4 cyl Wheel Drive Type unknown Automatic 78000 miles

I WAS RIDING ALONG AND I HEARD A CLICKING SOUND. I'M NOT SURE WHERE THE SOUND CAME FROM. I PULLED THE CAR OVER AND CUT IT OFF. WHEN I TRIED TO RESTART IT AND IT WOULD NOT START. WHEN I TURN THE KEY ALL THE LIGHTS COME ON. IT JUST WON'T TURN OVER AND START. I PUT A BRAND NEW STARTER IN AND IT STILL WON'T START. HELP! WHAT DO I DO?

Before we start the diagnosis-Do you hear the fuel pump come On for a few secs?

YES I HEAR THE FULE PUMP. THANK YOU FOR RESPONDING.

Okay disconnect a plugwire and ground it to the engine, have helper crank engine over while you look for a snapping blue spark at the end of the wire.

will it still work if she won't crank over?

Lets get the battery load tested to check its condition-might be weak/dead unable to crank engine over.

03 NEON THAT WON'T START -Do you mean it cranks over and refuses to start or won't crank engine over at all. Get me unconfused here
