2001 Dodge Neon Car lost power almost completley

2001 Dodge Neon 4 cyl Two Wheel Drive Automatic 54000 miles
I have a 2001 dodge neon and two days ago it started taking 7-8 seconds to turn over. Once it started it ran fine but felt like it lost some of its power when trying to accelerate. Yesterday it was still having the starting issue but now theres almost no acceleration, it sputters and I hear popping coming from the engine when i press the accelerator. A CPU test shows its throwing a "running lean code". I thought it might be plugged injectors so i used some fuel system cleaner but havnt seen any change. It sounds like the fuel pump is priming but when i test the valve on the "fuel rail" on the top of the engine nothing comes out. Any ideas what it could be?
