96 Dodge Intrepid - power steering won't work!

My dad's 96 intrepid was doing a very bad (annoying) sound. We thought it was the power steering pump that wasn't working well. My dad got a next door neighbor who is a 'mechanic' to replace it for him. When the pump was replaced, the sound went away, but you couldn't steer the car. It was like there was no power steering. We then took it for a drive and the power steering pulley broke off. The next day the mechanic replaced the pulley and reinstalled the pump. Still, the steering won't work. The mechanic is at a loss, charged my parents $150.00, and know they have no car. You can't drive it! They already bled the pump. Now my parents don't know what to do. Any suggestions are more than welcomed. THANKS!

Could have had 2 problems to begin with. If the pump falls apart internally (the noise) then the debris can get in the rack and pinion causing damage to it. Why did the pulley break?
