starter problems / 96 intrepid 3.5 liter / bench tested battery has strong charge / rebuilt starter replaced brushes and Solenoid / replaced cable terminal connections new starter relay tested negative cable by running jumper cable from negative post to engine block / starter just clicks and wont turn engine.
