1989 Dodge Daytona Repair Question

89 Daytona Shelby steering column
Having a problem getting access to my steering column. I've got the steering wheel removed. There is what appears to be a metal retaining plate (could possibly be a bearing assembly) that I can't get off.
I can see underneath this ring is what appears to be the components of the hazzard lights, and underneath this (it's yellow in color) I can see two torx bolts that appear to be what holds the wheel on.
How do I remove this ring?

I got access to the "guts" of the steering column. I had to use a lock plate depressor, which made things very much easier.
I was able to get access, and therefore repair the turn signal arm, the bracket that connects the arm to the electronic switch slipped off...
