Dodge Dakota Repair Question

Less than 1/4 tank = rough running/dead
1994 Dodge Dakota 4X4. 160,000 miles.
Truck runs fine when the gas level is above 1/4 tank. When it drops to that level it begins to run very rough to the point it dies. Then when more gas is added, it is fine again.
It is not a faulty gas guage - verified.
I checked the tank for sediment and/or water. The fuel filter is in the tank so I'm thinking it is problematic and needs to be replaced. Can someone verify and possibly explain this?

i would think if the fuel filter is clogged, it wouldn't matter how much gas was in the tank. i would look for a crack on the pick-up tube inside the tank.
