A/c problem

I have a 2004 Dakota that has been in shop 16 times for A/C problems over last 2 1/2 years, Dealer cant' find a solution. The air output from center vent is never lower than 48-50 degrees in "recirculation" mode and if switched to "normal"mode you can smell the humidity in air and the temperature rises, as high as 70 degrees if stopped such as at a Traffic Light then drop to around 60 when moving.
Dealer has recharged system and replaced the Drier, liquid line, and condenser, didn't work.
Any suggestions that i can pass along to the dealer's mechanic?
