While driving, the rpms surge from anywhere to 100 - 300 rpms. It does not have any effect on the speed, just the rpms. I thought it might be the fuel sensor, but in reading other readers issues, they said that rerouting the coil and ingition wires worked.

Any ideas?

Get a can of spray gumout, start the car and spray around, pay attention to
vacuum lines and manifold, if the idle changes, you found a leak. Poor mileage
and these symtoms, I suspect a vacuum leak and or the need for a tune up!
