2003 Dodge Caravan 6 cyl Wheel Drive Type unknown Automatic 55000 miles

When the temperature falls below 40 degrees our our front end makes a loud continuous noise when steering. We've taken it into the dealer a few times and of course it never happens. In researching the internet I've read it could be the power steering reservoir net, sway bar etc.

Has the power sterring reservior been replaced? The ere is a screen that will get clogged/gummed up and cause a lack of flow to the pump and then cavitation occurs. There is a TSB about a sterring shudder from this as well. Once this is replaced, the system needs to be flushed out with ATF + 4 Transmission fluid and filled back up with the same. It is possible damage to the pump may have occured.

This would be my expectation of your whine withourt hearing it..
