won't up shift unless at full throttle?

1999 dodge caravan 148 k miles transmission won't up shift unless at full throttle then it shifts normally. problem started suddenly had been working ok. it has no diganostic codes set. trans fluid is clean and doesn't smell burnt

normally for being floored? Sounds like it could be a governor stuck. Does that trans have the throttle pressure linkage from engine to trans?

I would run the codes because it sounds like you have an input shaft speed sensor that needs to be replaced. This guide can help and I have included the input shaft speed sensor in case you need it and acode cis stored for it.

If the speedometer is not working the output shaft speed sensor needs replacement. Check out the images (below). Let us know what you find.
