1998 Dodge Caravan 6 cyl Front Wheel Drive Automatic

I just brought a 98 dodge grand caravn se. My question is about the windshield. The windshield looks like someone took sandpaper to it and scratch it up. Looks like its pitted by something. All of the other windows have the same thing.I too the hand in the sandwich bag trick and rubbed it on the glass and its was rough. Is this normal for this year vehicle?Is there a way to fix it instead of buying a brand new windshield?The only time it bothers us is first thing in the a.M. Or when its raining out. Other web sites said it could be from acid rain or something else. It told me to buy glass polish to fix it. Any help on this would be great.

I do not beleive you can do a thing to it but replacing it
may I add check the head lights lens

Was the van ever in an accident. As if the paint was media blasted before restoration to save on sanding time they may of blasted to close to the windows or a person new at paint and body didnt know that spraying the papaer coveing the windows still damages the glass.
